    HOUSTON (Reuters) – The first of two relief wells is expected to intercept BP Plc's blown-out well in the Gulf of Mexico by the end of July and the leak could be plugged by early to mid-August,Ed hardy belts, a BP executive said on Sunday.

    "The anticipation is that toward the end of July is when we'll be able to intercept the Macondo well," Kent Wells, senior vice president of exploration and production for BP, told reporters.

    "If everything goes extremely well, we'll be on the short end of four to seven days" to install the new cap, Wells said.

    BP expects to have that four-vessel system in place within two to three weeks, Wells said.

    The new oil-capture system, a rig called the Helix Producer, had gone through all necessary startup procedures and was expected to begin siphoning oil, Wells said.

    The new cap and startup of the Helix Producer are critical steps toward an upgraded oil-capture system with four vessels that can collectively handle up to 80,000 barrels of oil per day (3.4 million gallons/12.7 million liters), according to BP and the Coast Guard.

    Wells explained, however, that intercepting the well is only the first step to killing the leak and BP still expects to plug it with heavy drilling fluid and cement by early to mid-August.

    Wells also said that BP made progress on a delicate undersea operation to install a new containment cap on the leaking wellhead, and planned to activate a new oil-siphoning system later on Sunday.

    BP on Saturday removed a cap on the well and began working to install the bigger cap and seal.

    When fully operational, the new cap will capture virtually all of the oil spewing from the well, according to retired Coast Guard Admiral Thad Allen, the top U.S. oil spill official.

    In what may be an unprecedented collaboration between a movie studio and a Latin music act, Touchstone parent company Disney paid for the "Irresistible" video, which shows scenes from the movie. Clips from "Step Up 3D" and a trailer will be shown at Wisin & Yandel's fall concerts in the United States and Latin America. The duo will also perform "Irresistible" on Univision's Premios Juventud awards show July 15 with the film's dancers.

    The songs will also be used in promo spots and trailers for the film in the United States, where it's slated for an August 6 release, and in Latin America,Juicy Couture t-shirts, where country-by-country releases will stretch between August and October.

    The soundtrack for the Touchstone Pictures/Summit Entertainment film, due July 27 on Atlantic Records, features a new Wisin & Yandel song, "Irresistible." The song is heard in the film along with "No Te Quiero," by new artist Sophia del Carmen featuring Pitbull. The latter song is included on a Latin American version of the soundtrack, also due July 27.

    "I didn't just want to put a song on the soundtrack and have people forget about it," Andino says.

    Although music consultants reached out to Wisin & Yandel manager Edgar Andino with ideas, including collaborations with Sean Kingston and T-Pain, the duo wrote and recorded their song with their producer, Tainy, while on the road in Argentina.

    "Our fastest and biggest potential growing demographic audiences are Hispanic and African-American," says Mitchell Leib, president of music and soundtracks for Walt Disney Studios and Disney Music Group. "We paid for the video, paid a master license fee,Juicy Couture belts, paid a synch fee and an artist fee," Leib adds, in a deal that he says is worth six figures. The studio is also contemplating running radio spots to promote Wisin & Yandel's tour, with a tagline promoting "Step Up 3D."

    "There's music to dance to and make love to, music to cry to," DeBarge says. "I'm starting from scratch, coming fresh. But my sound still embodies the same soulful, intricate harmonies."

    Having resurrected "All This Love," "Time Will Reveal" and the dance jam "Rhythm of the Night" that evening, the singer-songwriter is hoping to parlay the moment — heralded by fans and critics alike — into a successful comeback bid with his first album since 1994.

    Confessing that he was nervous before being embraced by the BET audience, DeBarge has since opened for R&B singer Vivian Green and performed a surprise duet with Keri Hilson of the 1982 DeBarge family hit "I Like It" at the Essence Music Festival in New Orleans. He's now taking "a chill pill from the media" and settling down in the studio to finish the album.

    "When I got locked up, that was my 'Oh, wow' moment," he says. "And the minute I stepped up to the mic after I was released, I rediscovered who I am and what I can do."

    "There's a certain missing feeling, a void out there that I'm more than happy to fill," the singer says. "Without criticizing what's out there now, I'm just going to do El DeBarge."

    Still blessed with a three-octave range,Baby Phat, DeBarge is co-writing and co-producing songs with such collaborators as Jimmy Jam & Terry Lewis,Calvin Klein, Babyface (who worked on DeBarge's 1994 set "Heart, Mind and Soul"), Mike City, Geffen chief Ron Fair and the Avilia Brothers. He performed the album's title track on BET, and says a formal first single will be announced shortly. Among the other tracks slated to appear on the album are "How Can You Love Me So Much, Girl?," "Serenading You" and "Switch Up the Formats," a club song with 50 Cent.

    LOS ANGELES (Billboard) – In one of the more surprising events at the 2010 BET Awards, El DeBarge performed a medley of '80s hits by DeBarge, the family group he once sang lead for.

    In addition to logging collaborative credits with DJ Quik and RZA, DeBarge has watched his back catalog covered or sampled by artists ranging from the Notorious B.I.G. to Patti LaBelle. After leaving the family act in the mid-'80s, DeBarge logged several of his own hits — including "Who's Johnny" and "Love Always" — as well as a guest stint on Quincy Jones' 1990 No. 1, "The Secret Garden."

    Due September 28, the aptly titled "Second Chance" not only launches DeBarge's new deal with Geffen, but it also signals his return after several run-ins with the law involving domestic violence and drug abuse. Having served a two-year term in California state prison after a 2008 bust for drug possession, DeBarge says he's ready to face the music.

    A biochemist (who asked Wired not to identify him) is attempting to explain not only why calls made using the iPhone 4 are failing but also how Apple managed to miss the problem during its quality assurance testing.

    His explanation is that the gunk on your hands is the issue. In his view,Juicy Couture tracksuits, “dampness and naturally occurring salts on the hands of the general populace help them form a better connection with the iPhone 4’s exposed antenna,” and that exposure is what causes dropped calls — in fact, making them worse when you’re out in the hot and disgusting real world. In Apple’s testing labs, he posits that testers clean and even sterilize their hands and equipment, thus eliminating said moisture and salts, making for clearer calls.

    The researcher adds that “Apple’s explanation for iPhone 4 signal reception problem is inaccurate at best, and disingenuous at worst.”

    He also has a solution: not a rubber case that you have to shell out $29 for, but rather a thin coating of an “electrically insulating organic hydrophobic layer” atop the bare metal chassis. It’s the same type of plastic coating that wraps soda cans today — and the scientist suggests it could be sprayed onto phones at Apple stores while customers wait.

    Or, you know, you could just go wash up.

    PIGEON FORGE, Tenn. – If the superstardom Miley Cyrus has experienced by age 17 sounds like a fairy tale, maybe there’s a good reason.

    One highlight featured Parton and Miley turning the song “Jolene” into a spirited duet, with the two fighting over the same man.

    Parton has known Miley since she was a baby. Her dad, Billy Ray Cyrus, met Parton in the early 1990s when he shot to fame with “Achy Breaky Heart.” He credits Parton for inspiring his acting career and is thankful that she has been a role model for Miley.

    “There are a lot of wonderful things,Primp,” she said. “It shows the park really great, and the audience and all the people that work here, so we’ve really covered it in every respect.”

    “I’m just real proud of her. She does not need my advice,Adidas, but she’s often asking for information and advice, and I tell her what I know, but I think the girl’s doing all right without me,” said Parton.

    In late May, Miley, Billy Ray and Kenny Rogers joined Parton in Pigeon Forge, Tenn., to shoot the hour-long TV special “Dolly Parton Celebrates 25 Years of Dollywood,” which airs Saturday on the Hallmark Channel.

    “I’m her fairy godmother,” exclaimed Dolly Parton after they recently performed together at Dollywood.

    “I was blown away when they did ‘Jolene,’” Billy Ray said. “It was amazing, it was just a moment of going, ‘Wow, listen to how great they sound together.’”

    "One of the things intimacy means is being able to share and make yourself vulnerable," Kem says of working with producer Rex Rideout (Ledisi, Luther Vandross). "I never set out to be a producer and didn't go to producer school; I was just making my records. But working with a bona fide producer validated what I'd done over the years and added another dimension to the project I wouldn't have gotten to on my own."

    "This is a risky single for him, more pop-leaning," Rideout says. "There's still a lot of vintage Kem on the album, but he and I also wanted to show how his sound has progressed."

    Kem recently announced a co-headlining stint with singer Anthony Hamilton for the 2010 Budweiser Superfest,Gucci, which kicks off August 5 in Cleveland and wraps September 5 in Dallas with a lineup that includes Jaheim, Raheem DeVaughn and labelmate Hal Linton.

    That dimension is showcased on lead single "Why Would You Stay?" The ballad about infidelity and remorse is accentuated by the Detroit Symphony Orchestra's 16-piece string section, arranged by Motown legend David J. Van De Pitte, who died in August and whose credits include Marvin Gaye's "What's Going On."

    Kem rose to prominence in 2003 with "Kemistry" and the top 30 single "Love Calls." After the album peaked at No. 14 on Top R&B/Hip-Hop Albums and No. 90 on the Billboard 200, Kem cemented his fan base with 2005's gold-certified "Album II" — which debuted at No. 1 on Top R&B/Hip-Hop Albums and No. 5 on the Billboard 200 — and its hit single, "I Can't Stop Loving You."

    The goal with "Intimacy," due in August on Universal Motown, was to craft a fuller sound with a wider range of musical styles to broaden Kem's reach. Taking a close look at the various kinds of intimacy that exist,BBC, the album's tracks include "Golden Days," which features Jill Scott; upcoming second single "Share My Life," about a man's ability to open up emotionally; and the sensual "Human Touch."

    "Without a lawyer, you might not understand the terms," says Deborah Jacobs, author of Estate Planning Smarts. Therefore, you could inadvertently give someone more power than you want to when creating a "durable power of attorney" document, for example. That document essentially gives someone else the power to take care of your finances if you become incapacitated. Jacobs says that if that person isn't trustworthy, he or she could steal from you. She also warns that if the document isn't executed properly–in some states you need witnesses to your signature–then it might not even be valid.

    The answer might be a little bit of both. As one might expect, the pros and cons of creating your own legal documents without professional help vary by individual. Almost everyone agrees that for people with complicated family or legal situations involving children from multiple spouses or great wealth, professional help is the way to go. But for people with relatively straightforward needs–a will for a single person without much money, for example–there's more room for disagreement.

    A third problem with do-it-yourself wills is the complicated world of estate taxes. For people with estates of over $3.5 million, who in normal years can expect to pay a federal estate tax,Crystal Rock, 2010 provided a temporary reprieve: Due to a quirk, the federal estate tax doesn't exist this year. But next year, barring any moves by Congress, it will return for anyone with assets over $1 million. That has led to a lot of legal maneuvering that even lawyers have trouble keeping up with, let alone people without professional help. "I think it's so completely irresponsible for anyone to suggest that people should go and write their own estate planning documents in an environment where lawyers are wringing their hands and tearing their hair out to devise a strategy for clients that will cope with the current uncertainties," says Jacobs, who spent $4,500 after her son was born to draw up her estate planning documents.

    On her blog, estate planning lawyer Leanna Hamill writes about a colleague who had a client who used an online do-it-yourself will that he failed to update after some of his beneficiaries died and he opened new bank accounts that weren't mentioned on the form. "That is the reason to have an attorney assist you with this process. We know the questions to ask, and we know what to do with the answers," she writes.

    "People are starting to realize that they can be empowered to handle common legal matters on their own," says Chas Rampenthal, general counsel for LegalZoom, a Los Angeles-based company that sells Web-based DIY legal documents. And despite some of the risks that other lawyers point out, Rampenthal insists that having a DIY document is better than having no document at all. According to a LegalZoom survey, about 3 in 4 married couples with minor children lack a legal document that names a guardian for their children. And on the other end of the spectrum, all the legal assistance money can buy didn't help Michael Jackson get his affairs in order before his unexpected death last summer.

    Lastly, Jacobs suggests telling your lawyer in advance that you want to keep costs to a minimum, so they should inform you if anything will cost extra and avoid customizing documents beyond what's necessary.

    While Rampenthal acknowledges that some people would likely benefit from professional help, he says that LegalZoom, which has about a million customers, helps people who otherwise wouldn't get any help at all. After all, lawyers are expensive, and many people simply don't bother to seek one out. "People who benefit from us are individuals who are otherwise not going to pay $300 an hour for a lawyer," he says.

    Every year,Lyle&Scott, thousands of consumers bypass lawyers and create their own wills, powers of attorney, and other estate planning documents with the help of online tools and books. As one might expect, lawyers don't like this do-it-yourself approach. They say it breeds mistakes, since when it comes to legal issues, one size never fits all. Do they have a valid point, or are they just trying to protect their own livelihoods?

    There are plenty of lawyers who disagree with him: "Unless you are single and have absolutely no money," says Brooklyn-based estate planning and tax lawyer Hani Sarji, you need an estate planner, because people tend to make mistakes when they fill out their own forms online. "People might get a false sense of security from DIY estate planning," Sarji adds, and answering one question incorrectly or overlooking something such as appointing a guardian for children can lead to major problems down the road.

    Jacobs suggests using some time-saving strategies to cut down on legal costs. She suggests reading up on estate planning before scheduling an appointment with a lawyer, so you go into the meeting prepared and can skip much of the introductory conversation on estate law. If the lawyer is charging you by the hour, every minute you save is less money out of your pocket. Jacobs also says that small firms tend to be less expensive than large firms, but she adds that you want to be sure you're visiting a lawyer with expertise in estate planning.

    Another risk, says Jacobs, is that when it comes to transferring your money to family members after you pass away, a self-written will might contain holes that lead to errors. Without the help of a lawyer–or sometimes even with the help of a lawyer–a person might not prepare for contingencies such as being pre-deceased by children, divorce, or the births of new children. (Again, the King of Pop comes to mind, as does Anna Nicole Smith.)

    DIY yourself advocates and estate planning lawyers do agree on one thing: the importance of keeping estate planning documents up-to-date. So whether you use a fill-in-the-blank form or a boutique lawyer, be sure to revisit your documents at least once a year to make any necessary changes.

    However, more than a third of the 1.2 million borrowers who have enrolled in the Obama program have dropped out during that trial phase. About 340,000 homeowners, or 27 percent of those who started the program, have received permanent loan modifications and are making payments on time.

    Delinquency rates dropped in the first quarter for the first time since the report began in June 2008 as lenders and servicers ramp up their home retention efforts, the report showed. New foreclosure prevention measures were up 5.4 percent from the fourth quarter and 61.4 percent from a year ago.

    The Obama plan reduces mortgage rates to as low as 2 percent for five years and extends loan terms to as long as 40 years. Borrowers who complete the program are saving a median of $514 a month.

    Industrywide,Gucci, re-default rates remain high. A year after modification, more than half of the home loans were 60 days past due, the report said. Those loans modified last year are performing better than those altered in 2008.

    Mortgage companies get taxpayer incentives to reduce borrowers’ monthly payments. Borrowers must complete a trial period lasting at least three months.

    The report attributed the early success rate of the modifications under the federal program to the program’s emphasis on affordable monthly payments, income verification and trial periods. Analysts have projected that as many as two-thirds of borrowers will default again within a year after enrolling in the Obama plan.

    NEW YORK – Borrowers with mortgages modified under the federal government’s foreclosure prevention program are more likely to stay current than those with other modifications, a report Wednesday showed.

    That’s better than the industry as a whole. Almost a quarter of all kinds of loans modified in the last three months were 30 days past due and more than one in 10 were 60 days delinquent, the study said.

    Still, the foreclosure problem is daunting. The number of foreclosures jumped from the previous quarter as lenders and servicers exhausted all options to help seriously delinquent borrowers.

    Fewer than 17 percent of home loans modified under the Obama administration’s $75 billion Home Affordable Modification Program had missed at least one monthly payment, while fewer than 8 percent had missed two months of payments,MLB Jerseys, according to a first-quarter study released by the Office of the Comptroller of the Currency and the Office of Thrift Supervision.
